The ‘Commonwealth Climate Finance Essentials E-learning Course’ was unveiled by the Commonwealth Secretary-General, The Rt Hon Patricia Scotland KC, at an event on December 11, 2023 in Dubai during the United Nations Climate Change Conference (COP28).
The course aims to enhance the knowledge and skills of government officials, civil society representatives, and other stakeholders involved in climate action, especially in small and vulnerable states.
The course covers topics such as the sources and types of climate finance, the principles and criteria for accessing and allocating climate finance, the tools and methods for planning and budgeting for climate change, and the best practices and lessons learned from Commonwealth countries.
The course also features interactive quizzes, case studies, and videos to engage and inspire learners.
The Secretary-General said the course was a timely and practical resource for the Commonwealth, which is home to 32 of the 39 most climate-vulnerable countries in the world.
She said: “Climate change is the greatest existential threat facing humanity today, and the Commonwealth is at the forefront of global efforts to tackle it. However, we know that many of our members face challenges in accessing and managing the finance they need to implement their climate commitments and ambitions.
“That is why we have developed this course, to equip our members with the essential knowledge and skills they need to navigate the complex and evolving landscape of climate finance, and to ensure that they can access and use the finance they receive in an effective, efficient, and transparent manner.”
She added that the course was part of the Commonwealth’s wider support to its members on climate finance, which includes providing technical assistance, facilitating peer learning, and advocating for fair and equitable access to climate finance.
The course is available for free on the Commonwealth Learning Platform, and can be accessed by anyone with an interest in climate finance. The course is expected to benefit more than 1,000 learners from across the Commonwealth in the next year.
